Did you mean IISKeeper?
There is no restriction to make such web form on ASP yourself. But installation package of IISKeeper doesn't contain such form. Maybe we'll add this soon.

I need this to be accessed from the web site and not from IISKeeper is there information on how to do this?  I am going to need this ASAP.

I have one other question and one problem.

Question:
Is there a way to give someone the ability to add and delete users but not access to the whole thing?  I have an admin that will need this type of access only.

Problem:
Using the web interface I have access to Logging, Attack protection and Realm but I get an error for Users, Protected Resources and Locked IP.  The error is

HTTP 500 - Internal server error
Internet Explorer

Any Ideas?

Check the following, please:
- Check the NTFS secure permissions for your database. Or simply grant "Full acces" to Everyone.
- Go to properties of your website (on server)
select Home Directory -> Configuration -> Debugging and set "Send detailed ASP error messages to client"

Try to work with webadmin again, and read the error messages (and send me, please)

Maybe you neet to tune your Intenet Explorer, because it shows simplified messages in any case.
Go to "Internet options" of Internet Explorer to Advanced tab and turn off "Show friendly HTTP messages" parameter.

You have to place this script somewhere in restricted area. User must be logged before he will change own password.

Thank you so much for the Change Password I should work if I can get the webadmin part working.

Below is the error that I am getting.  We did give "Everyone" full access but it did not work.  Please help.

Constants are
adModeReadWrite = 3
adUseClient = 3

You can simply change names of constants to values in data.inc file:
conn.Mode = 3
conn.CursorLocation = 3

I did what you said I can now see the pages but I get this error.

Also with the Change password I get this error.

ERROR: Current Recordset does not support updating. This may be a limitation of the provider, or of the selected locktype.

I've understood. You have some problems with ADO DB engine on your computer. For some reason it have not declarations of constants.
We removed all names of constant from all scripts. It must work properly now.
